Ingredients:
Neem flowers/ Vepa puvvu 1 tbsp
Cloves 5 pods
Red chilli powder 1 tsp
Salt to taste
Oil 1 tsp
Method of preparation:
Neem flowers are dried in sun for few hours.
Cloves are peeled and crushed.
Heat oil, add cloves and saute for a minute.
Now add dried neem flowers and remove from heat.
Sprinkle red chilli powder and salt.
Mix with white hot cooked rice and serve.
Notes: Dried neem flowers are delicate. Light amount of heat is sufficient.
So take care not to burn them.

well, now India is in full bloom of these flowers.
Guess very few states in US get these from India.

@mythili dried flowers taste 90% like fresh ones.
Dried ones are kinda wooden taste
